You should better report problems with luaotfload in the github of
luaotfload.

Are you sure that you installed the fonts in the system wide fonts
folder? Newer versions of windows have also a "user fonts folder"
somewhere and it could be that luaotfload doesn't scan this but the
normal fonts folder should work.

I doubt it, imho it only says that I forgot to update the
status-file correctly at the last upload.
