In fact I discovered by mistake that yes, fontconfig is available under 
Windows, and it's provided by TeXLive ! 
http://tug.org/svn/texlive/trunk/Master/bin/win32/ I guess the reason is 
that it's used by XeTeX. So I guess it should be available everywhere.
