[lltx] [luatexbase] Change in the behaviour of \newluatexattribute ?

You should have commented that, I thought it was a mistake (it's to easy to get
mixed up with such things).

I don't mind either way. But if we do change it un luatexbase, let's documented.

I'm about to leave now, more about that tonight (it'll let me time to think
about it).
