The piece of sentence in the email subject is from node
\DeclareFontEncoding. The full context is:
The @var{text-settings} are the commands that @LaTeX{} will run every
time it switches from one encoding to another with the
@code{\selectfont} or @code{\fontencoding} command. The
@var{math-settings} are the commands that @LaTeX{} will use whenever the
font is accessed as a math alphabet.
My understanding is the \fontencoding does no immediate switching as
such, it just sets the encoding to which the next \selectfont will
switch. So ``or'' should be replaced by ``and''.
Do you agree ?
