I'm not wure if you mean the Texinfo @tie{} construct, or the term "tie."  I use the term over "nonbreaking space" because Knuth uses it (p 25) so it is standard TeX terminology, AIUI.  I can't speak to the Texinfo construct, except that when I remember to use it, I mimic what I do in a LaTeX document.  Very possibly I have that wrong.

Looking how to translate this term, I found that it is ambiguous, see

It seems that « tie » is some sort of Texinfo jargon rather than a
typographical term.

I think that the term « tie » should be removed throughout the English
version, and replaced by non-breaking space.
