[latexrefman] The pair @code{\makeatletter} and @code{\makeatother} changes the default code and then changes it back

\makeatother does not really change *back* to the code that was in use
before calling \makeatletter. Rather it sets the code to «other»,
which is the default setting. So yes, it changes it back; but only if
originally it was default.

Nevertheless, the wording is a bit confusing.
