[latexrefman] Page breaking

Continuing latex-info.  That doc is wrong here in a number of ways, so have to be careful.

Added synopses and examples for all items.  Combine \clearpage and \cleardoublepage.  Adjust wording, including contrasting \newpage with \pagebreak and \clearpage.

Try to discourage people from using these (my students use them all the time, as do noobs on reddit). Add brief description of page breaking algorithm, and put in a caution in a couple of items to say "if you are doing this then you are probably not doing the right thing".
