[latexrefman] Graphics package description added

Dear Jim & al.

I am currently translating your addition to French, but it will take 
some time, I am quite busy…

So maybe I would publish to CTAN before my translation is complete, so 
that both manuals are refreshed at the same time, even though the French 
one would contain less information.
