[latexrefman-commits] Spanish PDF, picture environment

I fixed that the Spanish PDF was not made as part of the CTAN distribution.  I could upload again to CTAN if anyone wants.

I also added a synopsis to picture to make clearer the optional argument.  I also added an example of using the environment to put things in places.  I adjusted the wording there.
