fine, actually

   L3 layer Error

looks better to me then "L3 prog layer Error" (but less good as L3 
programing layer :-), but yes I understand the need to not waste so many 
characters in the fixed part, so I'm good with L3 layer which is only 2 
chars more than LaTeX3.

ps I know that changing that might mean changing a good number of test 
files, so I'm happy to do that work, but perhaps that is best done 
directly after (or before?) the final release in June because it will 
also change the tests on main (I guess).
