I tend to prefer

  L3 prog layer

or even better

  L3 programming layer

if we can afford to loose 7 chars (or even 14). That would better match 
the fact that we announce LaTeX as

   LaTeX2e <2021-11-15> patch level 1
   L3 programming layer <2021-11-22>

and to me it has a different twist than saying LaTeX3, but maybe that's 
only me.
