that suggests that we should move it into the corresponding kernel hook 
perhaps.

Not urgent but on the whole I think we should make sure that the kernel 
does not fill "begindocument" hook --- we do have

  \@kernel at before@begindocument
   \UseOneTimeHook{begindocument}%
   \@kernel at after@begindocument

for precisely that reason
