    Reorder sections/subsections in l3tl and l3str documentation (closes #999)
    
    I'm not really following the suggestion in #999 of making the structures closer,
    because l3tl was really missing more subdivisions, which I've added, but the
    same subdivisions don't make sense on the l3str side.  I'm not sure I got things
    right.
