that feels wrong to me.

if it is necessary then it needs explaining in the documentation in my 
opinion, but first I would like to understand the cause  --- I think we 
should see if this can't be avoided: such "standard" catcode changes but 
also less standard ones when they happen should be working when used 
inside only
