wouldn't it make sense to first conclude on whether or not (and how) we 
extend latexrelease to contain a ModuleRelease? My guess is that we will 
otherwise have to redo all those integrations in parts again later on

the problem you solve is may be unrelated and always there (I guess it 
is) but in general wouldn't that be a better order?
