Well, as I said, using the GUI "add/remove packages" application (is this 
what you call synaptic?), I searched for latex2html, and it said not found.

Then using apt-get install latex2html, it could not find it.

I see the same page above also (I had a link for it in my earlier email).

I installed latext debian (2.6.26-2), running inside a virtual machine on my 
windows.

I do not know the apt command to obtain a list of all packages.

I tried apt-get -t testing  and few other things, but could not find 
latex2html package.

but downloading the tar file works. Any way, it work ok on debian now. I 
send email to debian maintainer about this.
