Why would you want this now?

That is an old option for when fonts used to be made up
of bitmaps. THat is out-dated technology now, by 10 years
or more.

Instead, modern TeX installations have scalable outline-based
fonts, in PostScript, TrueType or OpenType formats.
To use these LaTeX2HTML has a  $SCALEABLE_FONTS  variable, and
$DVIPS_OPTS (or similar name) to customise how your installation
finds which fonts to use.
