Yes, I think you are right.

This verbatim.perl wasn't written by me.
It would have been contributed by someone else,
and looks as though it hasn't been integrated to
become platform-independent.

It might be best to search in all the possible places:

foreach $dir ("$texfilepath", split(/$envkey/,$TEXINPUTS)
     , split(/$envkey/,$ENV{'TEXINPUTS'})) {


where  $envkey  is the PATH separator delimiter.

and the  $dir/$file  should be   $dir$dd$file  etc.

Yep; this would happen automatically using  $envkey .
