[l2h] dvips version detection + perl warning

Hi Roos,
Yesterday I reinstalled Latex so it is located in
c:\local\TeXLive\...
instead of the default location
c:\Program files\TeXLive\...
because otherwise I could not convert figures. After I did that
then the dvips version detection also works.
I think the problem is that it cannot handle
c:\program files\dvips -v
i.e. if there are spaces in the name and some options then
it goes wrong.
Conclusion: On windows it is currently a bad idea that the tools
lies in directories which have spaces in their names.
