Yes; LaTeX2HTML will read the .tex file.
However, that does not mean that the environments will come out
looking the best-possible in HTML, because HTML is not very rich
for layout features.

You will just have to try it and see what you get.
Then you might want to use conditional-code constructions to adjust
how the environments are processed for LaTeX and for HTML.
