[l2h] small bug with &get_next_optional_argument

Hi.

Sometimes I want to use square brackets inside optional arguments, like in

\bibitem[Somebody {[2002]}]{key} Reference text.

TeX solves the "problem" of duplicate ']' if one protects it inside a
group, like in the previous example.

So &get_next_optional_argument should count the nesting levels also, not
simply look for the first ']' if finds to determine were the optional
argument stops.
