[l2h] 99.2beta8 (1.42): \title and \begin{document} order

I am reporting the following deviant behaviour of LaTeX2HTML 99.2beta8
(1.42) from what is described in Lamport's blue book:

Placing \title{Some title} _before_ \begin{document} and processing the
file with LaTeX2HTML produces a HTML file without title; LaTeX2HTML issues
a warning that "This document has no title." LaTeX processes the same
document without problem, as described in Lamport's blue book (LaTeX2e
edition on page 21). Note that the \author command is correctly processed
by LaTeX2HTML even when it is placed before \begin{document}.
