There's a faq.sty for the UK TUG FAQ at
ftp://ftp.dante.de/tex-archive/usergrps/uktug/faq/.
Maybe it fits your needs.
The l2h FAQ is generated by some XtractFAQ perl script that I wrote
some times ago. It strips parts marked with '%BEGIN/END FAQ' from
the l2h manual, uses l2h to translate it to HTML and calls lynx to
create an ascii dump of it. Rather simple.
