Much as I disapproved of the convention [1], the universal designator for British English is "EN-GB".  I can see no reason for Babel to use anything else.

[1] The reason for my disapproval is that the language is, in fact, the language of the /United Kingdom of Great Britain and Northern Ireland/, not of "Great Britain" alone, so a better designator would be EN-UK.
