[kadingira] Naming conventions in babel

Besides a set of ini files whose names follow bcp47, there will be
proxy tex files whose names will be the English language one (for the
moment; in the future vernacular names could be added). Some
languages, however, will require the script and/or region. Which names
do you think are better?

- english-UK
- english-United-Kingdom

- serbian-Cyrl
- serbian-cyrillic
