Update to epstopdf-base (automatically included by the graphics package) to ensure that a
default command (epstopdf) is defined even if no epstopdf-sys.cfg file is found.

This should restore working behaviour in miktex, behaviour in texlive is unaffected as it
supplies an epstopdf-sys.cfg file,
