[ho-tex] collection choices for ho packages

David and all - I put makerobust and hobsub into collection-latexextra
in TeX Live, since I doubted they were widely used on their own. If you
think they should be moved, or when/if future packages seem like they
are important to be widely included, let me know.

The other basic choice is collection-latexrecommended, which we try to
keep small.

oberdiek itself has always been considered "fundamental" and is in
collection-latex (even smaller).
