They are not generated the current ones are stubs that don't really do
anything useful.
Now that they are disabled, I can split other packages out of oberdiek
grffile being a first test
I'd really like to split it up completely, hobsub has made that hard
as it forces cross-package dependencies
across the whole set.
The hobsub situation is not over-documented as I needed to do it in
something of a rush (otherwise the 2018-10-01 latex release would have
broken hyperref)
probably next time I will split it out (like grffile) and explicitly
document that it is a legacy stub package)
I still need to distribute the hobsub.dtx sources in case anyone was
using that to create their own monster bundle, but I don't extract
anything from it by default.
