yes that was probably user error I tried to tell ctan-o-mat to use lppl 1.3
but it said the licence I used was an unknown licence so I put LPPL and it
seemed happier
in any case I didn't intend a change of licence, thanks for sorting that
out.

Note the web upload form still fails for me today (with errors about ckedit
javascript as far as I can tell)
