[fptex] TeXSetup update

I have fixed the recent reports about TeXSetup misbehaviour. You can
download it from :
ftp://ftp.dante.de/pub/fptex/current/TeXSetup.exe
and replace your current version in <texlive directory>/bin/win32/

In   any case, if you   want to add  /  upgrade packages to your current
installation, please check that some temporary  area is specified as the
"local source  directory" :  this  is the  place   where files will   be
downloaded.  It  should  _never_  be  set  to the   place  where  tex is
installed.

Fixes :
- .zip files removed after downloading
- crash when trying to browse list of mirrors
- logic for guessing the Local and Remote Source Dirctories
