I looked in my environment and I didn't find the setting for the variable
HOME but I know it's set on c:\documents and settings\" my user name". The
only thing I can say about this it's that you maybe have some old file in
your HOMETEXMF that are read by TeX. So try to have a look at your
config.cnf in texmf-var in order to set the right order in which TeX search
for config file. I hope to have been helpful!

 Errors in dvipdfm occurs because some map files are loaded with option -s
or -e so dvipdfm send "a message error" but its only a warning. You can open
your map file and put in front of them this simbol #!. You'll never get that
message.
Sorry but I do not so expert to tell you way t1 fonts are not avaible for
dvipdfm.
