[fptex] TeXLive 7.0: package setspace does not install

There is neither a file setspace.sty nor a directory setspace in the
texmf tree.

Everything was off.
I tried again to install it. Same result.

In the present case, I did not find any error reported, but the unzip
command is missing.
I mean that, if I compare with other package installation, I should have
find the following lines in the log:
unzip D:/SOFTWARE/LATEX/FPTEX/0.6/packages/setspace.zip -d
C:\TeX\TeXLive
File D:/SOFTWARE/LATEX/FPTEX/0.6/packages/setspace.zip has been unzipped
successfully.
