[fptex] dvipdfm only works if in bin\win32 directory

Do the following :

c:\>set KPATHSEA_DEBUG_OUTPUT=err.log
c:\>set KPATHSEA_DEBUG=-1
c:\>dvipdfm ...

Send me the err.log file.
