[fptex] Omega 1.15 and 1.23 / win32

I have put static versions of Omega (and pdfTeX and other stuff) at:
ftp://ftp.dante.de/pub/fptex/standalone/

Beware  when unpacking. The files that  do not match -development will
unpack into bin/win32-static/ and texmf/ .

The    ones    that   match     -development       will   unpack    in
bin/win32-development-static/ and texmf-development/ .

So you will need to either move the files, or change your PATH / TEXMF
environment variables to take advantage of these files.

Please, be careful and report anything wrong.
