Just an update on the resolution of my problem.

At the suggestions of Fabrice and Jose Carlos Oliveira Santos I removed my
existing Ghostscript and Ghostview (Oooooold versions) and reinstalled with
gs6.5 and gv3.6 from
  mirror.cs.wisc.edu/pub/mirrors/ghost/
Since I was not using gs7.0 I did not yet try adding the environment variable
GS_LIB as suggested by Prof Brian D Ripley.

Now both gs and gv work from their desktop icons, however this killed gv in
WinEDT (using the command %$('GSView'); %>"%P\%N.ps") and I have not resolved
this new problem.

In any case, this did not fix my original problem (see previous below). I
checked the registry and there was and entry for HKLM\\Software\\AFPL
Ghostscript\\6.50\\GS_DLL and GS_LIB, but there was nothing for gsftopk
specifically althoug one assumes that the GS_LIB entry might work.

I then used Fabrice's suggestion and downloaded the latest gsftopk to the in
ftp://ftp.dante.de/pub/fptex/standalone/

and reran texhash. This fixed the original problem and now it builds the fonts.
Note that there is still no registry entry for gsftopk of any type.

So I am up an running for the network at large. Any suggestions on how to get
WinEDT to recognize GhostView appreciated.

Thanks to all who responded.
