[fptex] fpTeX and Cygwin

I also cannot reproduce the problem on my setup (NT4 SP6/cygwin 1.1.4)
and
you don't need cygwin to run fptex if you obtain the distribution from
fptex/ctan, unless you compile it using cygwin yourself.
