[fptex] fpTeX and Cygwin

I don't know what `within Cygwin' means.  I normally use tcsh under
Windows, but it I switch to either sh or bash from the Cygwin collection I
have no problems.  All my files are on drive c:, and I can envisage
problems with Cygwin's path mangling on ohter drives although I cannot
actually reproduce them using drive d:.
