[fptex] Trouble setting up windvi

Windvi is ignoring all embedded postscript in the file:
c:/local/tex/texmf/doc/windvi/examples/wtest.dvi
The pop-up log file displays the following:

I slurped up the files for fptex (using getfptex.bat) over the weekend
(3rd Febuary) and ran TeXSetup.exe with the radio button set to
recommended level, and the checkbox "Install for all users" ticked.
On the supplementary tools' form I ticked the downloaded from NET
Ghostscript/Ghostview checkbox.
