Windvi aborts quite brutally there. 

You can grab the stderr output by setting:

D:\tmp>set KPATHSEA_DEBUG_OUTPUT=err.log
D:\tmp>windvi

will then output its error messages in err.log.

This does not explain why the file is corrupted. But it seems it will
be corrupted on TeXLive 6.
