[fptex] installation problem Win NT 4.0

I encountered the same problem when trying to install the "current" (ie,
0.5beta-2) distribution. I think there are unfixed problems with
TeXSetup.exe. 

What I did was to add the directory where you intend to install the
binaries to the PATH environmental variable *before* running TeXSetup.

Of course, you can revert to the stable (0.4) version which worked out
of the box, IIRC.
