Currently, yes. Using the TeXSetup program like this :

c:\>TeXSetup --net-download --add-package

You will be offered a dialog box and be able to choose which packages
you want to install. If the packages are not available locally, they
will be downloaded from a remote server (ftp.dante.de by default, but
you can change it using --base-url=server if you have another mirror).
