TPM Directory???

Yes, quite a bit.

The 0.4 version of fptex will look like :

ftp://ftp.ese-metz.fr/pub/tex/fptex/0.4/

And there is a tpm directory there. You need to download:
zip/
tpm/
setupw32/
TeXSetup.exe

Please, beware : I will move the files somewhere else and there are a few
more things to fix. The documentation will (hopefully) be reachable
from http://www.fptex.org in a few days. More about this next week.
