TPM Directory???

This is a repeat post. Thanks to Sebastian for covering the second item as it 
relates to later problems with uninstalling packages.

Does anyone have any ideas on my first item, the TPM directory?

Howdy All,

I have installed fpTeX using the ftp download copy rather than the texlive 
distribution. Part of the install makes a Program Menu item TeXLive and in the 
Maintenance sub folder is "Add a TeX Package". When I try to run this I get an 
error message
   Error: Can not find the TPM directory.
as it tries to start the installer.

- What is a TPM directory and why doesn't fpTeX know about it? What is this add 
procedure actually trying to do?
- Is this add procedure needed? Can one just do the install from CTAN of, for 
example amstex, and rerun the mktexlsr with the same end result?
