Installing new packages

Hello,

I downloaded some new packages that I put in

    C:/texmf.local

Then I rebuilt the ls-R tree by the use of Maintenance-menu and also
directly by typing

    mktexlsr

Latex and kpsewhich couldn't find the new packages. I tried the same
story in the directory C:/texmf.local (even if it isn't recommended): no
success. So I had a look at the fptex-doc but it is not very clear for
me; in particular, in the 'Troubleshooting' section, the commands of the
kind

         kpsewhich-expand-path$TEXMF

cannot be executed.

Any assistance will be appreciated.
