Yes, not implemented. Next version will allow you to select which
specials you want to honour or ignore. Once the setup for the TL5 is done.

In the mean time, please either upgrade to the binaries
fptex-0.4alpha3 (unpack on top of your installation)
or at least replace windvi with
ftp://ftp.ese-metz.fr/pub/tex/win32-beta/windvi-0.66-pre6.exe
