fptex-0.4alpha2

I have uploaded a new set of binaries, with no major changes except
all programs should be up-to-date and a few bugs removed (hopefully,
I have not introduced new ones !).

This is intended to be unpacked on top a texlive or fptex working
installation. In this case, it is also a good idea to upgrade to the
latest teTeX texmf tree. 

For Omega users, omega-1.10 is included.
