$TEXMFLOCAL/tex/latex/misc
                     /whateverpackage

it will work provided :
1 - TEXMFLOCAL is in your TEXMF (`kpsewhich -expand-var $TEXMF' to check)
2 - you do not forget to update the ls-R database using the menu or
the command `mktexlsr c:/TeX/texmf.local' (if
TEXMFLOCAL=c:/TeX/texmf.local)
