by tomorrow, and will be in a few minutes in:

New in this release:

- based on web2c-7.3
- and latest (30/03/99) teTeX sources and texmf tree
- InstallShield based installer
- WinDvi does HTEX and printing (might still be buggy)
- lots of new stuff ... and probably some bugs.

I'd like to hear about it because I'd like to  commit the final one by
next Thursday.
