Somewhat yes, but ActiveState's seems to have more things web
oriented: isapi interface, PerlScript ... and from the sources I can't 
say much. There are always 2 directories on CPAN under ports/win32,
and it is not clear (for me) which version number ActiveState's port
refers to (they claim "5.005_03 Maintenance Trial No. 5").
