pdftex 0.13, fptex-0.3

Hi,

I have put back a 0.13b on 
ftp://ftp.ese-metz.fr/pub/TeX/win32/pdftex-0.13b-win32.zip

and a new 0.13c from Thanh on
ftp://ftp.ese-metz.fr/pub/TeX/win32-beta/pdftex-0.13c1-win32.zip

This latest one seems to be  ok. All my  pdf's (from texinfo files) in
the  last fptex-0.3  where  buggy because   of pdftex-0.13c.  Now they
compile ok.

I'm having some problems (again) with the installer, but this time due 
to the size of the TL4 installation. So even if I have fixed most of
the bugs reported, I will put a new beta only once everyhting will be
checked.
